The access floor panels often have their own antistatic finish, but the sub-floor slab is frequently left as bare concrete. That bare slab sheds dust into the cooling airflow. Sealing it with an antistatic coating deals with both dust and static in the plenum. UPS and battery rooms can take a full ESD floor.
